If not, how can a 2 meter be scrambled? no concern for the law
It is illegal to encrypt amateur radio transmissions. If you want a encrypted radio, you will need to buy a commercial one and get a commercial license for it. I'm not even sure if that is legal. They are VERY expensive.
If you have "no concern for the law", please stay off the 2 meter band.
If you want a form of wireless communication that is as close to encrypted as you can get, just use your cell phone. Only law enforcement agencies with very sophisticated equipment can listen in.
144 to 148 megahertz.
144.000 to 144.400 narrowband modes.
144.500 to 145.000 is an "all mode" section.
145.000 to 145.200 are VHF repeater inputs.
145.200 to 145.600 are Simplex channels (12.5kHz spacing).
145.600 to 145.800 are the outputs.

When contacting anyone in space, it is mostly luck if you actually get in. Several sources on the web sugestts a rig that puts out 25 to 100 watts, and a circular polarized antenna w/ both a rotator and an azmith control. I know a ham who contacted the shuttle on an HT, and had a nice conversation.

I have just gotten my ham license and im looking for a Good but AFFORDABLE 2 meter handheld radio.
I love the Icom IC-v82. My first radio was the IC-v8. Both are affordable and low cost. The V82 has higher power and more features. I own them both... you can't go wrong with either. Both have excellent reviews.
I am looking to buy a new 2 meter amateur radio for my small car. I can't seem to find anything in the HRO catalog that does the trick. Does anyone with interest in the amateur radio hobby know of the model number of a miniature or small footprint radio? Please let me know.

The HRO catalog isn't easy to navigate !
You would have more choice by looking at dual band (2m and 70cm) rigs. Prices are very reasonable these days.
Look under the Multi Band FM Mobile section.
The Icom IC208 has a detachable face plate and is $275. It looks really neat and has 50 watts available on both bands. Hide the rig out of sight, the face plate is tiny and should fit just about any car.
The Kenwood TM-G707a has been around for a while so it is well proven.
My mobile rig is the Kenwood TM-D700.
Not the smallest, but the detachable faceplate is small enough.
But check out the spec !
It's a dual band FM rig.
Plug in a GPS and it will broadcast your position via the APRS network.
It works full duplex - i.e. you can work mobile through satellites !
I find 2m/70cms FM a little dull at times but there is so much you can do with the TM-D700 - it's going to be a classic ! BTW - my car is tiny and it fits in just fine !

I'm going to try it as is for a while to see what happens. The worst thing that will happen is a 75 cent transistor will blow and I'll have to replace it, but I can't see that happening from only 2 volts over spec. If it does, I'll do something like the diodes which would be really easy. As the battery votage drops from usage it will be within specs anyway. Of course the gain will be less too, but thats OK. I don't think we have to worry too much about the transistor getting too hot either since a satellite pass is only about 10 minutes long. I got into SO-50 the first time I tried, but it was also at midnight. I haven't had an opportunity to try that once since then. I tried AO-27 yesterday...
