I want to know if I can use a rubber ducky antenna that is meant to be used on a hand held CB radio, on a base station CB for small range communications.
Radio shack used to sell. I do not know if they still do, a "back of set" CB antenna. I actually used one and it worked well for a mile or so.
The antenna (rubber duck) will work for extremely short ranges, but you need one made for CB bands.
You may wish to consider FRS, or eXRS for your communications, as they are handheld and use FM rather than noisy AM for communications. (provided you live in the USA) Europe uses FM for CB also.

You need a 12 volt power supply... only need a 2 amp output. Try a hobby store that sells electric trains.
Then buy a pre-amp mike and a huge 4 or 5 element beam and rotor... put it on your roof.

I'm not too sure, considering some of the rough language and a few obnoxious folks who can spoil it for others.
Although a bit off-track from your question, I would point out that there is a service that I would allow a child to have a 2-way radio in his/her bedroom. That is the amateur radio (ham) service. Although there exist some obnoxious folks there also, the FCC has and will pull licenses from repeat offenders and the service is far cleaner than CB. Also, the range of the equipment, even in VHF and above, is greater than CB. On lower frequencies, the range is global in nature. This fact would tend to keep creeps ("hello little girl, want some candy?") from attempting anything over amateur radio. Far too public (plus the FCC watching to some extent).

Look through some of the chat and you will see what generally exists in ham radio. Folks helping others - and no funny stuff. BTW, the group will help folks in obtaining their first license. This "help" has included free books and at least one free (actually a *lot* of this same item for many folks) electronic subscription to a site which helps one prepare. That site is a pay-for site which offered a number of "free" subscriptions on the group.
