I am just getting into ham radio and I am hoping to get my general class license soon. I am aiming to get an HF transceiver that is priced low (under $800), but is also good quality. If possible VHF/UHF capabilities would be appreciated but not necessary. My top two preferred brands would be Icom or Yaesu, but if there are other high quality decent priced brands, then I would be happy to look into those.
Would someone please tell me the price of the yaesu FT-450?
Welcome to ham radio!
If you don't need the radio to be small for your car, the Yaesu FT-450 is a great choice:

It is in your price range too. You can get an aftermarket power supply for it and save a lot compared to the Yaesu supply.

I've been interested in getting into ham radio for a while, I mean I've heard some pretty cool stuff about it, from listening to astronauts to talking to people in Australia. How much money should I expect to spend on equipment and permits? I mean will something inexpensive such as this: http://www.westcoastmall.net/connex-ham- transceiver/1598/p perform well? Also any age ristrictions on permits (I'm 15)? Any recomended reading material apreshiated as well. Thanks in advance.
First of all, are you in the US? If so, the license is free, although it's $14 to take a test. Your best bet is to pick up a study guide at your local Amateur Radio store. They might still carry them at Radio Shack as well.
Find a local amateur radio operator. (That's the normal name for a "ham.") Do you see anyone with big antennas on their houses near you? Or funny lookin antennas on their cars? Chances are, they're a ham.
Most people like to get started into amateur radio with a 2M FM hand held unit. You can usually get them used for less than $100. It's basically a very good quality walkie talkie, and you should be able to talk all over the city using a repeater system.
The radio in your link, although it doesn't say it, is more than likely a CB radio. It's not the same as a ham radio. Before you buy any equipment, make sure you discuss with a licensed ham if it's the right thing for you.
If you have any questions after this Question is closed, feel free to email or IM me. I am a licensed amateur Extra class operator, and I would be happy to steer you in the right direction or help you find a local 'Elmer.'
Oh yeah, and 15? No problem! There are some hams as young as 6 and 7 years old! I hope my son will be licensed next year at the age of 5. :-D
Check out the links below, and look on their respective pages for new or prospective hams.

I am looking for a store in the central-minnesota area or a website (not ebay or amazon or anything like that) to buy a nice new or used portable ham transceiver (not scanner) to use for $100 or less. And yes, I do know that you need a ham radio license. Thanks!

I have an old 10-meter ham radio transceiver.
I tried to sell it on eBay, and was told it is now illegal to sell such items. I guess the spectrum changed or something.
Ebay gave me this site to explain it:
http://www.fcc.gov/oet/ea/
But, I cannot make head or tails of the gobbledegook government speak.
Can any tell me in plain English why the old 10-meter transceiver is illegal now??
It appears to me that the "Equipment Authorization" and "Compliance" certification requirements, as outlined on the FCC site, only apply to newly manufactured radio and telephone equipment.
We are all familiar with how we see virtually all electronics equipment has stickers on the back stating that a particular product is certified to meed FCC radiation specifications.
I expect your 10 meter xcvr has been certified by the FCC at one point in time. Does it have a visible certification sticker?
It would help if it did.
There may exist the issue of "resale" of equipment that was once certified by FCC. But once used, does it still meet FCC specifications? Perhaps because ham radio operators are notorious for modifying their own equipment, that once modified, it can no longer be certified to meet FCC certification without retesting. Even if you never did any modifications, how can you certify and verify that you didn't, or that it still meets FCC standards?
I am not personally familiar with the rules that eBay are citing that it is illegal to resale radio equipment. However, it may well be the issue of "licensing". All ham radio equipment requires the operator to have a valid Ham Radio Operators License. If you sell it on eBay, how can you guarantee that only licensed ham radio operators are purchasing it?
Personally, I wasn't aware that you cannot resale ham radio equipment without having the equipment "recertified by the FCC".....

Now is the time to upgrade your old radio.
In an effort to further revive the weak economy, the government announced that it started a new Cash for Radio Clunkers program on August 3. The program is aimed at members of the Amateur Radio Service, also known as ham radio operators. Operators with transceivers with less than 80 db Blocking Dynamic Range (2 kHz spacing) will be eligible to trade in their old units (which must be crushed) for new transceivers and will receive a credit based upon the improved BDR. Improvements of 20 dB are eligible for $100 credit and 40dB or better are eligible for $200.
Operators must be currently licensed and must show proof of purchase of the old transceiver, which must be in working order. Tube transceivers are deemed to be museum pieces and not eligible for this program. See your retailer for further details.
