i done some period of research and found the highest wattage is 7w, icv82/icu82 of icom.inc. 7w is about an effective range of 56km in optimal condition, 4.5km in congested areas.
I do not know if you are talking about Amateur Radio service, or FRS/GMRS.. What I DO know, is a 7 watt walkie-talkie type radio has a rather short battery life.!!!!

I am not a ham but trying to understand them and eventually get a license. What bands would a 144-430 MHz radio operate on?
This would be a dual band transceiver. It operates on the 2 meter band and the 70 Centimeter band. The 2 meter and 70 centimeter refers to the wave length.. The 2 meter band covers 144 through 148 Mhz (Megahertz)
The 70 Centimeter Band covers 420 through 450 Mhz.
Megahertz (A new word for Megacycles) is the frequency of operation.
Most transceivers of this type will receive a wider coverage. The frequencies listed above are the transmit frequencies.

Both of these have very good battery life but i think the major factor is the navigation display. i am sure the 710 spirit has a very good easy to read screen because of the dot matrix display but i am not sure about the Pilot III

Great choices, and in my opinion The Vertex radios are the best aviation tranceivers made (just look at the Yaesu legacy). If it is going to be your only on-board navigation source, go with the 710 because it is easier to read in all conditions. However, if you are only using it as a back-up, it isn't really worth he extra $80 for the dot-matrix display. The 710 does also include standard broadcast FM capability, which I like and it is useful for entertainment, news, etc., especially if you don't carry a wireless PDA device and feel the need to know what's going on in the world at any given moment. Coupled with an external antenna it can provide some in-flight entertainment if you can't spring for XM radio. I have the 710 and love it.

Current offerings from Cobra and Uniden etc. are far too massive to slip into a pocket nicely. I see lots of UK CB handheld radios that look nice, but I don't have a clue as to wether they would work here on US frequencies. I don't want to wait for overseas shipping or to deal with weak exchange-rates on US dollars. Ideally I would have a VHF marine radio adjusted, but is this possible? VHF technically goes down to 30mhz I think which isn't far from our 25-29mhz range, but do these transmit SSB or AM signals? Maybe I just need a handheld ham radio, but would that be out of my price range? ($200)
There's a CB AM/FM/SSB handheld that goes by various names : Titan roadpro 454, eagle spitfire, dragon ss-201 , INTEK SS-201 Dragon AH-100, Albrecht AE201. Tweaking a marine radio is not a practical possibility.

Quick-thinking hams Rich Lippucci, KI6RRQ, of Vista, California, and Kirk Gustafson, KE6MTF, of Burbank, California, were able to work together to coordinate a rescue in California’s San Gabriel Mountains. [Kirk Gustafson, KE6MTF, Photo] HamHike2 Gustafson was with a group of hikers when one of them broke their ankle. He used his handheld transceiver and contacted Lippucci, who was manning a local repeater system. Lippucci notified rescue officials who sent a helicopter for the injured hiker, lifting her to safety. [Kirk Gustafson, KE6MTF, Photo] It was a quiet afternoon on July 11 and Rich Lippucci, KI6RRQ, of Vista, California, was monitoring the Catalina Amateur Radio Association (CARA) repeater on his base station. “I heard someone come over the repeater, calling, ‘Is there anybody listening?’ I responded and the caller said he was on his handheld transceiver hiking around the Mt Baldy area. He was about 2.5 miles off road and resting at the wilderness San Antonio Ski Hut. A few hikers had arrived from farther in the backcountry — one of their friends had broken an ankle and was a mile or more up the trail and they needed help.” Mt Baldy is the highest peak in the San Gabriel Mountains and the highest point in Los Angeles County.
