for my use in my department


Depends on your needs. Does you department have a lot of channels available or share a lot of channels? Both are fine but very outdated. We gave up HT and MT 1000s about 15 or more years ago. The batteries do last longer than the sabers.

Can a motorola ht750 radio be programmed to pick up frequency 154.190 (VHF).?

154.190 is within the programmable frequency range of that radio.

No it does not. There is no way possible for it to work on CB... ever. Entirely different frequencies..,. and modes of operation.
