I should also ask free scanner frequencies. Several I googled I think I have to pay for like in a subscription. TIA

You will need to take a little time to learn, as you may have to look up things a little different. Its not always going to say "X Fire department" or X Police department.
Best to put in your city name and search that way.
If you provide your location state and county we can point you to the local scanner sites and groups to help you get the info you need.

Also note, asking the agencies and/or the radio dealers will get you nothing but frustration. While it is 100% PERFECTLY LEGAL to listen and the information is PUBLIC RECORD, the agencies and radio shops treat is as TOP SECRET EYES ONLY material. They are very unlikely to provide this info to you just by asking.

I recently bought a police scanner only to find out that my local police frequencies are encrypted. Does anyone know if there is a way to decrypt, or how you get these frequencies. I understand it is not against the law to have these frequencies or to listen to your local police dispatcher. Does anyone know.

Is your local police on digital or analog?
At my agency we are digital but we do have certain channels that are encrypted (SWAT channels, etc.) and no one but the officers with those radios and the dispatchers can hear it and that is for obvious purposes. In order to listen to the non-encrypted channels, you have to have a digital scanner and those suckers are not cheap!
