There is absolutely NO REQUIREMENT to go digital.
There IS A REQUIREMENT to meet spectrum spacing requirements or NARROWBANDING in 2013.
Digital makes it easier to achieve these bandwidth requirements. BUT analog voice can be done in a narrowband format as well. Its all up to the manufacturers.
As for a particular area thats up to each area if they go digital and then add encryption on top of that. Unfortunately once an area goes digital its rather painless to add encryption options quickly and cheaply.

If so, what frequency...or where can I find the frequency?
I do have a ham radio technician's license, but I don't own a radio. I just wanted to see if I could listen to take-offs and landings and anything else in between.
The standard worldwide freqency seems to be 145.800
But the websites below have individual state listings and much more information to get you started

I am interested in purchasing a police/fire scanner so I can entertain myself in my office and my home when I am bored. As I said I am going to be using it at home and at work so I would like it to be portable. Furthermore, I want it to hear fire chatter too. I have offices in Lexington, Waltham and reside in Weston, so I want to make sure the scanner recommended is compatible. It would also be great if the recommended device can listen in on the State Police so I can avoid accidents or at least now how bad they are when I am stuck in traffic.
