Visit you local Radio Shack and buy a scanner that covers the police band.

Many police departments have started using encrypted digital radios, in which case you're out of luck. If it's unencrypted digital, you may still be able to get something. The boys at RS will know.

I probably should tell you that it's illegal to listen to the police in some states. I don't know which though.
