I'm looking into listening in on my local police in my town and I'm thinking of getting a 2 way radio (Walkie Talkie) The radio I want has got a 40 km range, which is a lot....is there a difference between a 2 way radio (walkie talkie) and a police scanner ?

A scanner will allow you to listen, assuming that it will pick up the correct frequency! A two way radio (such as a walkie talkie) will allow you to broadcast as well as listen. It most likely is going to be illegal to broadcast on a police frequency, so chose the scanner!
A scanner will also go through several channels to listen for activity!

Can you either buy a receiver for a computer to pick up walkie-talkie signals, or somehow pick them up with some type of Wi-Fi-enabled device? I want the walkie-talkie air wave audio signals to show up as an audio input device on my computer so I can record and broadcast them, etc. Is there a way to do this on either a PC or Mac?
What frequencies or frequency do you want to be able to receive?
There are some scanners that is controlled by your computer. There are also a number of amateur (ham) radio receivers that are computer controlled. However if you plan to transmit with one of these you will need to get your license first.

I'm joking around with a friend, we're talking as if communicating by walkie-talkie. So far we've used crackle, fizzle, sizzle, static, pop, and most recently "static fizzes, whizzes, kabooms" and "radio snaps, crackles, pops".
Any suggestions? Funny is good, if you couldn't tell by the last two examples :D

So far it sounds like you are focusing on the hissing and whizzing (white Noise) between the conversation but what about the Squeals, Bleeps, Blips, or Whippets (squelch) that occur as you hit a transmit button, or hear the trailing end of the conversation from the other end between the conversation and the next white noise block?
I have Cobra 17-mile-range radios and I would like to be able to contact Coast Guards in an emergency situation while windsurfing and sailing on the SF Bay. Your advice may help to save life! Thank you!
walkie talkies might not work unless you use ch. 9 the emergency ch. your best bet is to get a marine band radio

Usually the third wire is for power. The power is for the mic amplifier built into the mic. Most of the time there is just a ground wire and the mic wire. That mic wire carries the power for the amp and the mic audio signal on the same wire as well. It is possible that the single wire on the walkie has a 3rd function: PTT. When the radio senses a load on the mic line, it assumes you wants to talk (PTT) and keys the radio.
