my friend is trying to sell me a red 1400 wat legacy amp for 60 buck is that a good deal or is legacy not a good brand he said he has only used it twice..he said the reason he is selling it is cause he is low on cash and that there is nothing wrong with it...

No, Legacy amps are not good, they do not produce the power they claim and they fail prematurely. Legacy is not CEA-2006 compliant. If the amp is not CEA compliant there is no garantee it produces as much power as it claims. Companies that have nothing to hide have their equipment tested to prove they meet CEA standards. If you are looking for a low cost amp CRUNCH and HIFonics are better than Legacy but they are not CEA compliant either.
On May 28, 2003, the Consumer Electronics Association published standard CEA-2006, "Testing & Measurement Methods for Mobile Audio Amplifiers." This "voluntary" standard advocates a uniform method for determining an amplifier's RMS power and signal-to-noise ratio. Using 14.4 volts, RMS watts are measured into a 4-ohm impedance load at 1 percent Total Harmonic Distortion (THD) plus noise, at a frequency range (for general purpose amplifiers) of 20 Hz to 20,000 Hz. Signal-to-Noise ratio is measured in weighted absolute decibels (dBA) at a reference of 1 watt into 4 ohms. This applies to both external amplifiers and the amplifiers within in-dash receivers.
You get what you pay for. My friend had a legacy amp that worked just fine, but didn't put out the power that it claimed. Not even close I don't think. That was 10 years ago, but I bet Legacy still does it that way. If you are just getting started, go ahead and give it a shot. But it's not going to compare with the famous brands.
