I dont have a field strenght indicator, but know they are on the vehicles I have. Do they have them in factory radios outside of the anti-theft systems? Thanks!

Crutchfield reviews Zoombak GPS locator.

Specifically, I have some friends who have an adult daughter that has some mental health issues and is operating on a "child" level. She has a propensity for wandering off in public places or leaving the house for walks without telling anyone where she is going. It would be nice if the parents could give her something that she would have on her that would be hooked into GPS and allow them to locate her.
Given all that, the characteristics of the device would have to be:
a) Always on (since you cant really expect her to turn it on when she goes for her walks) with adequate battery life to allow this.
b) Something she would WANT to have on her at all times (like a cool watch, bracelet, etc.)

I've done a few web searches but nothing seems to fit.

Like, a GPS locator that locates a chip or something that you can stick on to something else? Most GPS locators that I can find only locate the GPS system itself...but I want one that can locate itself AND a remote chip or "bug" or something like that which can be put on different things.
How would you go about using a cell phone to do this? Where would you go to see the location of the cell phone on a map?

I 'm pretty sure they have cell phones that can do that, and I bet that is the cheapest way to go. I seem to remember a news story about some guy getting locked up for stalking his ex that way.
One can also get units for tracking animals, like dogs or live stock, that might be better suited than a phone, but they are expensive, and being self contained (not relying on a cell network) the range will be less, but on the other hand they will work where there are no cell towers.

Sure they can, if they purchased the equipment and gave it to you for official company business. That's one way companies can find cell phones and laptops that have been lost or stolen, and that's how they justify it legally -- their right to protect their assets and corporate secrets/practices overrides an employee's right to privacy (which is a legal fiction anyway).

A GPS device only needs to be a receiver to be a fully functional GPS Navigational System. Most GPS devices have only receiver capabilities.

To have a functional GPS Tracking System the GPS device must also be able to communicate with a tracking service information about its' location. Therefore the GPS device must be both a Receiver and a Transmitter.

While it seems that the GPS service that you're seeking should be easily available because all the technology that we currently have makes it fairly easy to do, it just isn't economical to do that yet.

You can buy tracking devices and service but it is still pretty expensive for these types of things because the GPS is only a receiver and you have to include another technology to be the transmitter part.

This can be done with cell-phones but what happens when you're out of cellular range or roaming in another area that doesn't have your service provider.

You're best bet is to get insurance for your shipment unless this is a service that you're trying to develop. If it's something that you're trying to develop - good luck! Services like this already exist but they're pretty costly.
