I bought A garmin GPS V and it has a europian base map installed, can I change this to a US version some how?
Unfortunately, no. You can however buy various types of software from Garmin for street maps of America, such as City Navigator North America, that will give you detailed street maps of the entire country. The basemap is not changeable though.

Would you justify going with a 16 parallel GPS if the 12 parallel one seems better in other ways, like software, electronic compass, etc?
Nope. There's a little error in GPS signals so the more signals you have the more accurate you can get by averaging out the errors. But there's going to be very little difference once you get past 12 signals.
You might be accurate to within 6 feet instead of 7 feet.

On the Garmin website, you can download the entire manual. Including any updates, special requirements for your unit and car. Easy to get around in, no cost manual will take a lot of paper if you print it all, but download to file and print part you need.

Is the verbal street name and turn info that important? What about maps and what is the advantage of Blue Tooth on GPS?

I have a Garmin Nuvi 200 series - I think it's great. It's my first GPS so any help with directions is awesome. I've only had mine for about 9 months now so I can help with basic features:
1. Verbal Commands: I really believe this is a must. When driving in busy streets you do not want to have to take your eyes off of the road. to look at the GPS every turn - plus the system is great at getting you to think 1 step ahead. "in 1 mile turn right, the turn left"... so you know you'll need to get in the left lane after the right hand turn... something small but important.
2. Maps & Local Services: Make sure that whichever unit you get has a substantial database of maps already available. Smaller GPS companies often charge for access to maps & you can buy the unit... then realize it doesn't have the map coverage or database you need.
I use search on my GPS to find bank ATM's, food & places to have fun... so having a good database of local services is nice. Both Garmin & Magellan have affordable upgrades to maps online if you need more - but their basic maps work well.
3. Bluetooth - couldn't help you there! I don't use this feature
I guess in summary - for $250 you can get a lot. I have only an experience with Garmin - I think it's great. But I've heard good things about Magellan as well. My use may not directly align with yours - but I'd recommend that you had voice command for sure!
