I have a HP iPAQ RX3715 Pocket pc. What is the best gps system for that Handheld ?

You will need a GPS receiver as well as the GPS software for your pocket PC device. You do not need a broadband connection as you GPS signals are available to anyone with a GPS receiver. It is a matter of personal opinion what GPS software and receiver are best. Microsoft maps for the pocket PC will not route you with turn by turn voice instructions. I found out the hard way by buying the product. I use iguidance ( http://www.inavcorp.com ) for my software and am pretty happy with it, and use a Holux receiver (do a yahoo search and you will find it is quite a popular GPS manufacturer and are fairly inexpensive) via bluetooth to my UTStarcom PPC 6700. Both products should work with your iPAQ. Recently, I have been playing around with Yahoo oneSearch which has mapping software as part of the package, you will still need a GPS receiver but in this instance you will need a broadband cellular connection or wifi connection, as your iPAQ is only a PDA this may not be a practical solution. Any kind that works well. But specifically, I'm looking for the kind that lets you trace your own route (in case you get lost, you can retrace your route), because this kind does not necessarily need to have a map. Thanks!

What's the best one, and what's the best value for the money. So much of the software I see is too expensive!

I have used Telenav for several years and am very happy with it. It goes for about $10 a month. Check to see if your phone is supported.
