I'm looking into listening in on my local police in my town and I'm thinking of getting a 2 way radio (Walkie Talkie) The radio I want has got a 40 km range, which is a lot....is there a difference between a 2 way radio (walkie talkie) and a police scanner ?

A scanner will allow you to listen, assuming that it will pick up the correct frequency! A two way radio (such as a walkie talkie) will allow you to broadcast as well as listen. It most likely is going to be illegal to broadcast on a police frequency, so chose the scanner!
A scanner will also go through several channels to listen for activity!

Is there a 2 way radio that goes beyond 40 miles? What if I'm in a mountaneous terrain, and there is a big mountain between the 2 radios, will the signal go above or around the mountain, or will it not work?
I was thinking of going across the whole Bog Bend national park on the Rio Grande by canoe and then letting my folks know when to come and pick me up by radio.

I bought a Cobra brand, 17 mile range. But it only works under 2 miles? Maybe I'm not finding a good channel that goes far? I don't know. I need an exellent, at least 8 mile, good brand or something, I will buy another set. Any good suggestions. Please help:(
Motorolla SRX700 - Range advertised 12 miles. Useable range 2-3 miles at best under optimal conditions. Then you also have others like Midland GTX-550VP4 Range advertised 14 miles, useable range again about 3 miles or so.
Can I buy more than 2 and still communicate? I just want them for work to be able to communicate with employees in the warehouse. Can I just buy a standard (cheap) 2-way radio set - 2 of them and set them all to the same channel?
Yes. The civilian band walkies with allow this just like the commercial/ industrial bands. You may connect as many radios together, as long as you set them all to transmit and recieve on the same frequency.
To connect the radios together, you have to set them to the same channel, then set the same eliminator code. (which is a subchannel to minimize the chance of interference.)
2-way radios operate on the same premise as AM/FM radios, you have to "tune-in" in order to recieve and listen to the radio station. The channels and eliminator codes on a 2way, is similar to the tuner on you AM/FM dial. For example 95.6 FM: The channel would be "95", whereas the eliminator code is the ".6". The only difference of the 2way is it not only recieves but transmit as well, going both ways, hence "2-way". Walkie talkies operate on VHF/UHF frequencies (Very High Freq. / Ultra High Freq) as suppose to AM/FM.

Things to consider when you purchase them: Range, Battery life,
range in channels and eliminator codes (to minimize chance of interferance from other users) size/bulk, compatibility for headsets, earpieces, or remote speaker microphones (for hands-free operation) and durability.
An inexpensive pair to is the Motorola SX700R Talkabouts, they come with a charger station and 2 Nihm batteries, and is capable of taking 2 AA batteries in its place. 22 channels, 121 eliminator codes, 2 set of extra face plates, belt clips, earbuds and PTT set. And ranges about 7 miles or 16km on flat terrain and good wheather conditions. (Not ideal for within city communicates, as buildings and houses block the waves) The range would be limited to 5 blocks approx.
Setting all the radios to one frequency:
Example (for motorola talkabout radios):
set all the radios to the same channel, ie: 09
then choose and set the same eliminator codes for all: ie: 101
so the LCD should display 09 in large numbers and 101 in small numbers right below it.
Run a "radio check" on all radios (talk on, and listen to them to see if they work, do this no closer than 5 feet from each other, that can cause damage to the radios.) Do this on the earbud and mic, if you choose to use them. Also if a channel is in use and someone is talking on it, no one will be able to talk over them.
Make sure you charge the radios for at least 8 hours or overnight, before you use them.
