Hello! MTV is actually playing music today, wow, I never thought I'd see the day again where MTV's programing actually contained music videos. Albeit it's all Michael Jackson music. Hey he only had to die to get TV time. I can only hope that this ode to Michael will last just until Monday, then life can go back to normal.

I have been tasked with a project I know little to nothing about...
I am a new appointed area watch commander for a Law Enforcement Agency that has recently expanded into a new area that we didn't use to service... It is several hours from the nearest TWO WAY communication setup that we already have...
Now I know little to nothing about TWO-WAY Radios and I did find several local radio shops (all closed this weekend) that may know about renting a tower...
I have heard some talk that leasing a tower, or sharing, is as cheap as 14-17 dollars a month...
We already have the radios (both 400, and 800 MHZ) and ready to use them...
Does anyone know some more insight on this???
Also is it usually only local companies that will have towers available or is it something I could find with MOTOROLA and they have them all over??

I would suggest checking with the local ham clubs. I have the link here.
You may already be familiar with the people in your area through Emergency Management agencies.
My guess is that if there are towers available, some of the guys, particularly the ones working on their own Amateur radio repeaters, will know where to find them and who to call about getting an antenna up there. You may be able to reach some of them on a Sunday.
The public service part of our hobby is one of the reasons the FCC is giving us spectrum space, so helping the police is not much of a stretch for most hams.

for example I am trying to learn french just by listening the radio on the internet, or watching tv, I dont have channels in french in my cable network just two channels english.. but my point is it is possible to learn a language in a unconsciousness way
I'm going to say "no," although radio/TV are poweful tools to help you reinforce what you're learning.
If French isn't your mother language, there simply NO WAY you're going to understand the tense and mood of verbs, because they operate differently than in English. English uses modal verbs, the "would" in "I would like," for example. French doesn't use modal verbs like "would" or "could" in this sense, instead it inflects "would/could" onto the ending of the verb as in "Je voudrAIS" (I would like) as opposed to "je veux" (I want). There's no way you can glean than from merely listening to it spoken. Then there's the issue of idiomatic French.
Now, on the otherhand, if you have advance knowledge of something, for example watching a movie whose dialogue you know by heart in your mother tongue, and are able to watch it with French dubbed in, this can be a powerful learning tool. Even better yet, listening to French spoken dialgue, while simultaneously reading your mother tongue in subtitles.
But forget any "easy way." In fact, let me be real, to pull off learning a language, you have to dive deep. You can't do it with polite little lessons once or twice a week. You have to read, write, translate all the time.
