Joking aside, what are known as PMR446 radios are available in the UK and have a range of between one and three miles. I think that should be more than adequate. You can identify them by the fact that they will have 8 channels and 38 subchannels.

I really don't remember the exact length a single or multi-mode fiber can be run before needing a splice. I am sure that youcan find that answer in google under fiber specifications. Or TIA/EIA fiber specs. I do know that it is a very long distance.
